The ordinance was passed by a five to one vote, with only one council member opposing the negative effects of the cost on families.
The tax was passed with one amendment — the $25 tax for motorcycles would be reduced to $15 since the vehicle only has two wheels, thus less damage.
There were several public comments made by people within the community, city employees and county employees.
Many comments included a plea to add a cap to the tax and to think about capping the overall cost to households. In one example, commenters said families with four or more drivers, each owning a car, should not have to pay so much.
