Although Indiana’s virtual health insurance marketplace officially opened Tuesday, it wasn’t effectively open.

Wait times and error messages plagued the first day online  for the federally operated marketplace, one of the state insurance exchanges that are centerpieces to the Affordable Care Act health care reform law. Just trying to set up a required user name through www.healthcare.gov required several-minute stops on a screen asking users to “Please wait.” And attempts to establish that user name proved unsuccessful.

“We’ve been testing it throughout the day,” said Scott Stowers, regional manager for IU Health Bloomington’s Individual Solutions, which has trained navigators available to guide consumers and small businesses through the process of enrolling in health insurance. “It’s still not functioning.”

Individual Solutions received a high volume of calls from people interested in enrolling in health insurance on the marketplace Tuesday. It started scheduling appointments for later in the week and next week.
