The Indianapolis Capital Improvement Board is $47 million in the hole, and lawmakers are proposing that the entire state chip in to clear the debt.

One might recall the Capital Improvement Board made headlines back in 2004 when the doughnut counties around Indianapolis were asked to increase their food and beverage tax 1 percent to help fund the then proposed Lucas Oil Stadium. The politicians' justification for tapping the surrounding counties was that these counties also benefited from Indianapolis Colts' games and many of the fans came from those surrounding counties.
