COWAN -- As one of Delaware County's seven school superintendents retires, the opening at one of the smallest corporations begs the question: Does this open the door to minimizing administrative costs? Or perhaps consolidating schools?
"I think it certainly presents the opportunity for more discussion," said Cowan Supt. Larry John, who will retire June 30 after spending 16 of the last 20 years as the corporation's leader. "I think it's something the boards should at least consider and talk about."
