SOUTH BEND — The Common Council voted Monday to allow local developer Dave Matthews to exceed the five-story height limit in the East Bank as part of a planned unit development that includes a six-story building and outdoor plaza.

River Race Flats, a mixed-use apartment, retail and office building, will be located at the corner of Niles Avenue and Jefferson Boulevard, next to River Race Townhomes and across from the Emporium and Howard Park.

Matthews plans to break ground on the $8 million building as soon this fall, depending on the weather.

“We have a couple of months for state permits to get approved. If we can get that done before winter, then we’ll build this fall,” Matthews said “If it’s an early winter … we’ll be ready to break ground as soon as it thaws in the spring.”

The 96-foot-tall building will contain a maximum of 42 apartment-condo units, 9,000 square feet of office space, 8,000 square feet of restaurant space and a 3,500-square-foot public plaza. The plaza will provide space for seating for up to five restaurants.

Rents will start at about $800 per month, Matthews said, “which is the market rate in the neighborhood, but we’ll have 10-foot ceilings and (high-end) fixtures and balconies and porches and decks and spectacular views.”
