MUNCIE — Ivy Tech Community College is opening an Express Enrollment Center and recruiting students at county fairs, concerts and health fairs in response to declining enrollment and the rising cost of a four-year college degree.

The board of trustees for the college’s East Central region, with campuses in Muncie, Anderson, New Castle and Marion, on Thursday adopted a $35.4 million budget for 2014-15, down from $37.1 million the previous year.

The lower budget mirrors declining enrollment and thus tuition revenue.

“Historically, community colleges did not focus on recruiting,” said Andy Bowne, the regional chancellor. “But the landscape of higher education is changing.”

Ivy Tech is no longer thought of as just a technical school where you go to learn to work with your hands. It’s now known as a technical and transfer school.
