Consolidation might be the best option for the state's smaller school districts.

That was just one of the findings in "School Corporation Size and the Cost of Education," a policy brief from Ball State University's Center for Business and Educational Research (CBER).

The paper is co-authored by Michael Hicks, director of CBER, and Dagney Faulk, director of research for CBER.

The Union Schools district in Modoc is facing some tough decisions — among them the possibility of consolidation — because of decreased funding and declining enrollment.

The Union School Board has called a special meeting for 7 p.m. Monday in the school cafeteria. The public meeting will address rumors concerning consolidation of the district. The board will go over the facts about the district's declining enrollment and decreased funding, then public comments will be taken.

Union currently has about 340 students. Only seven districts in the state have fewer than 500 students, based on 2012 numbers found in the policy brief.
