On the eve of Delaware County Council’s public hearing on the Mounds Lake Reservoir proposal, a new agreement placing more of an emphasis on towns and the city of Anderson taking the lead in the project has been distributed.

The Star Press obtained a copy of the retooled agreement to establish an operating authority among officials in Delaware County and Madison County for the proposed reservoir, which would be formed over the course of years by damming White River in Anderson.

The 2,100-acre reservoir has been estimated in cost at $400-million-plus and has divided many people in the two counties between supporters who tout its water and economic development potential and opponents who say it is harmful to the area and not needed.

The Mounds Lake Commission as it has been proposed over the past two years would be formed by Delaware County Council and commissioners, Anderson and Madison County officials and officials in affected towns, Chesterfield, Daleville and Yorktown.

Delaware County Council has set a public hearing, for 6-8 p.m. Monday at the Delaware County Fairgrounds, to receive comments from members of the public. Council members have said they will not take a vote Monday evening on the question of joining the commission.
