Indiana and Kentucky announced Monday their state’s respective transportation organizations had narrowed down a short-list of companies interested in building the Ohio River Bridges Project.

Indiana has narrowed the list of potential partners for building the Ohio River Bridges Project’s eastend crossing to four teams, from six. According to an Indiana Department of Transportation press release, four teams were chosen from those that responded to the statement-of-qualifications to design, construct, maintain and finance the east-end bridge along with the Indiana and Kentucky approaches.

“This was a difficult winnowing process,” said Indiana Public Finance Director Kendra York. “All six teams had impressive qualifications and experience, but after a very diligent review, we concluded that these four teams best met our criteria.”

The four teams among the finalists include: East End Mobility Partners, which consists of SNCLavalin Capital, John Laing Investments Limited, Zachry Resources, Inc. and Tutor Perini Corporation; the Ohio River Mobility Group, which consists of ACS Infrastructure Development, Inc., Hochtief PPP Solutions North America, Inc., Skanska Infrastructure Development, Inc., Flatiron Constructors, Inc. and Dragados USA, Inc.; the Ohio River Transportation Partners, which consists of Infrared Capital Partners Limited, Balfour Beatty Capital, Kiewit Development Company, Traylor Bros., Inc. and Massman Construction Co.; and WVB East End Partners, which consists of Walsh Investors, LLC, VINCI Concessions S.A.S. and Bilfinger Berger PI International Holding Gmbh.

Representatives from the Indiana Finance Authority and the Indiana Department of Transportation will meet with each team to solicit ideas and discuss the next steps in the procurement process. It is anticipated that a final request-for-proposals will be issued to the short-list of teams in late-july, according to the press release. Final responses to the request-for-proposals are scheduled to be due to the Indiana Finance Authority in late-october.

Kentucky portion

Three design-build team finalists, out of five teams, were also selected for the downtown portion of the Ohio River Bridges Project by the Kentucky Transportation Cabinet on Monday. Kentucky is responsible for financing and constructing the downtown portion of the project, which includes a new Interstate 65 bridge, its Indiana approach and the reconstruction of Spaghetti Junction.

The teams of finalists are: Ohio River Transportation Constructors, a joint venture of Kiewit Infrastructure Co., Traylor Brothers Inc., Kokosing Construction Co. Inc., and Massman Construction Co.; Skanska, Flatiron, Dragados USA; and Walsh Construction Company.

The teams will spend the summer developing specific proposals that will include innovative concepts, technical designs and cost details, according to a Kentucky Transportation Cabinet press release. The schedule calls for the winning team to be selected in October, allowing preliminary construction work to begin before the end of the year.

“Now that we have the necessary authorization, the transportation cabinet and the design-build teams are ready to move forward with the procurement process,” said Kentucky Transportation Cabinet Secretary Mike Hancock, in the release.
