Monroe County government would have just four civil departments, overseeing land, operations, public works and finance, under a proposal council President Vic Kelson and Vice President Geoff McKim presented at a council work session Tuesday night.

The plan would establish a “matrix” framework for those departments: The professional heads of each one would share staff with related job descriptions, and some county employees would report to multiple bosses. The county commissioners would oversee the four departments.

For example, staff who now work in the county treasurer’s and auditor’s offices would instead work in the county financial office, and report to a county controller, who would report to the commissioners, the auditor and the treasurer.
