Family and Social Services Administration Secretary Anne Murphy is right to take a tough stand with the company that was hired more than two years ago to "modernize" Indiana's welfare application processes. Murphy has put the consortium of IBM Corp. and Affiliated Computer Services Inc. on notice that, come September, it must have made privatization work or face cancellation of Indiana's $1.16 billion, 10-year contract.

This far into the process, it is hard to imagine how IBM-ACS could fix the many problems that have grown and festered during the last 30 months. We trust that nothing short of lasting, meaningful corrections will be acceptable to Murphy.
