MUNCIE -- As they took action Tuesday to approve tax abatements for Progress Rail Services, members of Delaware County Council were quick to express enthusiasm for the Alabama-based company's plans to employ 650 people in a locomotive manufacturing plant in the former ABB building.

But some council members, as well as a member of the council's abatement committee and audience members, said they hoped the project really proves to be the economic development victory officials are touting it to be.

In particular, officials cited the Magna Powertrain project. Announced in 2006, the development was supposed to create 400 jobs. Less than half that number have been created, however.
